oor de kennisonderneming KWR kenmerkte het afgelopen jaar
2011 zich door vernieuwing. Enerzijds als een zich steeds maar
weer herhalend credo bij het vinden van ingenieuze praktijktoepas
singen met behulp van degelijk wetenschappelijk onderzoek.
Anderzijds gericht op het creëren van een wervende formule voor
kennisdeling met partnerinstituten in Europa en daarbuiten:
Watershare®.
Samen met onze aandeelhouders hebben we het vertrouwen
in de koers van KWR vertaald in een nieuw meerjarig collectief
onderzoekscontract met de kernwoorden organiseren en verbinden.
De nationale ambitites in het Bestuursakkoord Water hebben onder
meer geleid tot een gezamenlijke onderzoeksagenda met STOWA en
Stichting RIONED.
In 2011 is ook besloten tot nieuwbouw op eigen terrein. Door de
centrale ligging en goede bereikbaarheid, maar vooral toch ook door
het open architectonische ontwerp zal ons nieuwe hoofdkantoor
dienen als vruchtbare ontmoetingsplek. Voor de eigen medewerkers
en voor vele relaties in de watersector. Begin 2013 gaat de eerste
spade de grond in. In de zomer van 2014 verwachten we te verhuizen.
Ik bedank de onderzoekers en ondersteuners van KWR voor hun
toegewijde werk. Opnieuw hebben we overtuigend aangetoond
met wetenschappelijk onderzoek midden in de wereld te staan en
– samen met prima partners – een brug te kunnen slaan naar prak
tische toepassingen. In crisissituaties (Moerdijkbrand, EHEC
affaire), met geprezen concepten en modellen (AiRO, Fresh Keeper),
als innovatieve kennisdelers.
En grijp de kans om in dit jaarverslag voor het eerst van gedrukte
tekst weg te ‘browsen’ naar onze website, of via QRcodes naar
een mobiele variant daarvan. We verrassen u daar graag met de
inter actieve wereld van KWR. En daarvan volgend jaar meer!

Engaged in the world together with our partners
For the knowledge enterprise that is KWR, 2011 was a year marked by innovation. This took the form, on the one hand, of a reiterated belief in the discovery of ingenious practical applications founded upon solid scien-tific research. And, on the other, of a focus on the creation of a compelling formula for sharing knowledge with partner institutes in Europe and beyond: Watershare®.
Together with our shareholders we have expressed our confidence in KWR’s course through a new, multi-annual collective research contract, governed by two key words: organise and connect. The ambitions of the Netherlands contained in the National Administrative Agreement on Water have, among other things, led to the creation of a joint research agenda with STOWA and RIONED Foundation.
In 2011, we also took the decision to construct a new building on our own property. Thanks to its central location and easy access, but most of all to its open architectural design, our new headquarters will serve as a fruitful meeting place – for our own staff and for our many water sector associates. In early 2013 the first spade will break the ground, and we expect to be moving in the summer of 2014.
I would like thank the KWR researchers and supporters for their dedi-cated work. Again, through our scientific research, we have clearly demon-strated our engagement in the world and our capability – together with our first-class partners – of building bridges to practical applications: in crisis situations (Moerdijk fire, EHEC outbreak), through acclaimed concepts and models (AiRO, Fresh Keeper), and as innovative sharers of knowledge.
And do be sure to grab the first-time opportunity to “browse” away from the annual report’s printed text to our website, or via QR codes to a mobile version of it. We will happily surprise you there with KWR’s interactive world. And there’s more to come next year!

KWR Watercycle Research Institute helpt de samenleving om de waterketen optimaal in te richten en in te zetten voor de volksgezondheid. Het onderzoeksinstituut heeft een brede
blik op wat die samenleving is, legt directeur Wim van Vierssen uit. “Europa is ons speelveld. We kunnen niet anders.
In Europa delen we immers de idealen voor een gezond watermilieu en een vooruitstrevende watersector.”

WR werkt op veel manieren samen met andere Europese
(onderzoeks)organisaties, onder meer om organisaties in de
watersector te helpen hun doelen nog efficiënter na te streven. Van
Vierssen: “De helft van de inwoners van Europa blijkt namelijk nog
steeds klachten te hebben over water in en om het huis. Dat zijn 250
miljoen mensen. Er is in de praktijk nog steeds wel wat aan de hand.”
Die klachten zijn een duidelijke aanwijzing dat er grote behoefte
bestaat aan slagkracht op de werkvloer, constateert Van Vierssen.
Maar de watersector is in veel landen erg versnipperd. Deze landen
zijn daarom geholpen met topdeskundigen die op operationeel
niveau kunnen meedenken. “Ik denk dat KWR op dat vlak iets te
bieden heeft. Wij herkennen hun situatie uit ons eigen recente ver
leden en kunnen vanuit onze ervaring vertellen hoe we met elkaar
in Nederland een uniek verbond hebben gesloten tussen kennis en
toepassing.” Om in het buitenland die match tussen kennis en toe
passing te verbeteren heeft KWR in 2011 het initiatief tot het concept
Watershare®: Sharing advanced Dutch knowledge with European partners
KWR Watercycle Research Institute helps society optimally organise and operate its water cycle in the interest of public health. KWR has a broad vision of this society. As managing director Wim van Vierssen explains: “Europe is our playing field. It can be no other way. After all, with Europe we share the ideals of a healthy water environment and an advanced water sector.”
This is the reason that KWR engages, in a variety of ways, in collaborations with other European (research) organisations. One of the motivations is to assist these organisations pursue their objectives more efficiently. “The fact is that half of the inhabitants of Europe still have complaints about their water, both in and around their homes,” he says. “That’s 250 million people. There is still quite a bit that is not right about

WATERSHARE®
In veel Europese landen ontbreekt nog een onderzoeksinstituut dat
de kennis over de gehele waterketen bundelt. Voor die landen ontwik
kelde KWR Watershare®. (Publieke) kennisinstituten werkzaam in de
waterketen kunnen profiteren van de Nederlandse kennis door lid te
worden van Watershare®. Het lidmaatschap geeft toegang tot hoog
waardige Watershare®producten en diensten. De partners kunnen
die vervolgens zelf toepassen bij het oplossen van praktijkproblemen
bij hun klanten.
Het pakket van Watershare® omvat:
Snelle toegang tot experts en laboratoria, die helpen problemen op te
lossen, bijvoorbeeld in het geval van een ramp die de watervoorziening
bedreigt.
Bijzondere technieken waarin de deelnemers worden opgeleid, zoals de
Fresh Keeper die voorkomt dat een waterbron verzilt.
Softwarepakketten van Waterware®, die de deelnemers na training zelf
standig kunnen inzetten.
programma’s waarmee deelnemers analyses kunnen maken en maatre
gelen doorvoeren, bijvoorbeeld City Blueprint voor geïntegreerd stedelijk
watermanagement.
Deelname aan lopende onderzoeksprojecten, zoals Water Connect,
waarin de deelnemers profiteren van elkaars onderzoeksresultaten en
een collectief kennisgeheugen opbouwen.

Many European countries still lack a research institute that brings together
knowledge about the entire water cycle. For such countries KWR has
developed Watershare®. (Public) knowledge institutes, whose work concerns
the water cycle, can benefit from the Dutch knowledge by becoming
members of Watershare®. This membership gives them access to top-quality
Watershare® products and services. The partners can then themselves apply
them to help solve problems in the practices of their clients.
The Watershare® package includes:
Quick access to experts and laboratories, which provide problem-solving
assistance, for instance, in the event of a catastrophe that threatens water
provision.
Training in the application of special techniques, for example, Fresh Keeper,
which prevents the salination of water sources.
Waterware® software packages, which members can use on their own after
receiving training.
Programmes with which members can conduct analyses and implement
measures; City Blueprint, for example, a programme for integrated urban
water management.
Participation in ongoing research projects, such as Water Connect, in which
participants profit from each other’s research results and build up a collective
knowledge memory.

the sector’s operations.” Van Vierssen points out that these complaints clearly indicate that there is a huge need for greater capability on the work floor. But the water sector is badly fragmented in many countries. These countries could profit from the assistance of top experts who are able to think in operational terms. “I believe that KWR has something to offer in this regard. We recognise their situation from our own recent past, we can share our experience with them and recount how we, in the Netherlands, have forged a unique bond between knowledge and application.”
With a view to improving this match between knowledge and applica-tion in countries abroad, KWR took the first steps in 2011 in launching the Watershare® concept. “In Watershare® we have packed forty years’ experi-ence with applied knowledge into handy products. When you open them up, a whole world of useful insights and practical solutions is revealed,” says Van Vierssen. “We can substantiate what we say to European clients: ‘Just open the box and you’ll find the ingredients for a solution, which you can adapt to your own particular situation’. ”
Watershare® genomen. “Daarin hebben we veertig jaar ervaring met
toegepaste kennis verpakt in handzame producten. Als je die opent,
ontvouwt zich een wereld aan bruikbare inzichten en praktische
oplossingen,” zegt Van Vierssen. “We kunnen waarmaken dat we
tegen Europese afnemers zeggen: maak de doos maar open, hierin
zit de aanzet tot een oplossing, die jij kunt aanpassen aan je eigen
situatie.”

We monitoren het water voor, tijdens
en na zuivering, in het distributienet
en aan de kraan, maar we onderzoe

wekkers en gaan we na of ‘nieuwe’
stoffen in het water gevaarlijk zijn.
Healthy water refers to the relationship between our health and the quality of water, from source to tap. We monitor the water before, during and after its treatment, in the distribution network and at the tap; but we also study the quality of natural bathing water. Thus, for example, we develop barriers against pathogens and we examine whether “emerging” substances in the water are dangerous.

Op woensdag 5 januari ontstond er een grote brand bij Chemiepack in Moerdijk. Een rook pluim met zichtbare roetdeeltjes dreef rich ting Dordrecht. Waterbedrijf Evides, dat spaarbekkens en pompstations heeft in de Biesbosch, Dordrecht en Rotterdam, belde donderdagochtend 6 januari met KWR.

de eerste onderzoeken gedaan. Nu was vervolgonderzoek nodig.
De rookpluim trok verder naar het noordoosten. Voor de zekerheid
liet ook Waternet KWR een spaarbekken in loosdrecht onderzoeken.
Voor het waterschap in WestBrabant deed KWR metingen naar
verontreinigd slootwater.
“Het weer was redelijk onvoorspelbaar,” herinnert wetenschappe
lijk medewerker leo puijker zich. “En een roetwolk in combinatie
met een plaatselijk regenbuitje kan vervuiling op de bodem en in
het oppervlaktewater opleveren.” De onderzoekers van KWR werkten
hard door. Vrijdagmiddag om vijf uur waren de eerste resultaten
bekend: het spaarbekken Baanhoek in Dordrecht was verontreinigd
met organische stoffen uit de brand. Voor de bekkens in de Biesbosch
en loosdrecht had de wind gunstig gestaan: die waren schoon.
“We hielden nauw contact met onderzoekers van het RIVM en van
Rijkswaterstaat,” vervolgt puijker, “om tussentijdse resultaten te
delen. Het werk van de een hielp de ander weer verder.”
Het hele weekend hebben vijf KWRlaboranten doorgewerkt aan
het onderzoek. “Elk nieuw resultaat belden we direct door, tussen
tijdse rapportjes verstuurden we per email. We zijn erin geslaagd
om in vliegende vaart de benodigde informatie te verzamelen. Snel
en nauwkeurig samenwerken vraagt de uiterste concentratie van
een team. Dat maakte de klus heel speciaal.”
Water Telephone assists with Moerdijk fire
On Wednesday, 5 January, a huge fire broke out at the Chemie-Pack plant in Moerdijk. A plume of smoke containing visible black soot particles started drifting towards Dordrecht. On Thursday morning, 6 January, Evides, the water company which has water reservoirs and pumping stations located in the Biesbosch area and in Dordrecht and Rotterdam, contacted KWR.
Evides had temporarily stopped using its reservoirs and had already conducted the initial investigations itself. Now follow-up research work was needed.
The smoke plume headed further towards the northeast. For the sake of safety, Waternet also called on KWR to investigate a reservoir in Loosdrecht. And the West-Brabant waterboard asked KWR to measure pollution levels in the ditch water.
“The weather was relatively unpredictable,” recalls KWR’s scientist Leo Puijker. “And a soot cloud coupled with local showers can result in pollution on the ground and in the surface water.” The KWR researchers put in a lot of hard work.

deskundigen zo snel mogelijk aan een advies
voor de best denkbare oplossing.

The Water Telephone
The Water Telephone has existed for over 30 years.
The number is used once or twice every year.
Water companies can call, day and night, when
they are confronted with a calamity, but also
sometimes when they have a theoretical question,
for instance: we know that some pesticide is
temporarily polluting the surface water, could it
cause any harm? A team of specialists then works
as quickly as possible on coming up with a
recommendation for the best conceivable solution.
At five o’clock on Friday afternoon, the first results were in: the Baanhoek reservoir in Dordrecht was polluted with organic material from the fire. But the wind had been kind to the reservoirs in Biesbosch and Loosdrecht: they were clean. “We kept in close contact with the researchers at RIVM and the Directorate for Public Works and Water Management,” contin-ues Puijker, “to share each other’s interim results. The work done by one helped the other move ahead.”
Five KWR lab technicians worked throughout the weekend on the research. “We immediately phoned through every new result and sent out interim reports by e-mail.” “We succeeded at breakneck speed to collect the information we needed. Working together quickly and precisely demands extreme concentration from a team. That’s what made the job very special.”

of tachtig koolstofatomen,” zegt Annemarie van Wezel. Ze is lid van het
KWRmanagementteam en programmadirecteur Milieurisico’s binnen NanoNextNL. Dat is een samenwerkings verband van overheid, bedrijven en kennis instellingen die onderzoek doen naar de toepassingen en risico’s van nano technologie.

tjes geanalyseerd. De onderzoekers hebben methoden die in de
literatuur beschreven waren, gevoeliger gemaakt met chromatogra
fie en massaspectrometrie. Ze ontdekten dat fullerenen veranderen
onder invloed van zuurstof of licht: ze krijgen andere eigenschappen,
en chemische groepen die ‘uit de voetbal steken’. Daardoor versprei
den ze zich op verschillende manieren in het milieu. “Het is voor onze
gezondheid belangrijk om te weten of ze snel worden afgebroken, of
dat ze zich juist ophopen in dieren en planten,” zegt Annemarie van
Wezel. De nieuwe analysemethode is inmiddels gepubliceerd in het
tijdschrift Environment International.
Nanotechnology: scoring with tiny little footballs
“Just imagine the tiniest little footballs consisting of sixty, seventy or eighty carbon atoms”, says Annemarie van Wezel, who is a member of KWR’s management team and Environmental Risks programme director at NanoNextNL. This is a consortium which includes government, companies and knowledge institutes that conduct research into the applications and risks of nanotechnology.
Van Wezel is talking about fullerenes. KWR has analysed these nanoparticles. The researchers have developed a sensitive method through the use of liquid chromatography and accurate mass spectrometry. They discovered that fullerenes change under the influence of ionization, oxygen or light: they acquire other characteristics and chemical groups that “stick out from the foot-ball”.
They therefore may disperse in a variety of ways in the environment. “It is important for our health to know whether they are quickly broken down, or whether they actually accumulate in plants and animals”, says Annemarie van Wezel. The new analytical method has since been the subject of an article in the magazine Environ-ment International.

De kwaliteit van ons oppervlaktewater wordt steeds beter bewaakt en dan met name op die plaatsen waar mensen zwemmen. Ziekte verwekkende bacteriën in het zwemwater kunnen een risico vormen voor de gezond heid. De snelste manier om die te vinden, is met nieuwe DNAopsporings methodes.
ls het maar een beetje warm is, zwemmen we. In de zee,
in af gravingen, meertjes en uiterwaarden van rivieren. Om te
voorkomen dat we een risico lopen te worden besmet met ziekte
verwekkende bacteriën, zijn water beheerders wettelijk verplicht
om het zwemwater te testen op zogenaamde indicatorbacteriën.
Deze indicatorbacteriën, te weten E. coli en enterococcen, komen voor
in de ontlasting van mensen en andere warmbloedige dieren en
zijn relatief eenvoudig op te sporen. Hun aanwezigheid verraadt
de mogelijke aanwezigheid van allerlei bacteriën en virussen uit
ontlasting die ziektes kunnen veroorzaken. Een andere bacterie
die waterbeheerders nauwlettend in de gaten houden, zijn
Cyanobacteriën, die we in de volksmond kennen als blauwalgen.
Tijdens het zwemseizoen kan snelle groei van deze bacteriën een
risico vormen doordat ze giftige stoffen (toxines) produceren die
bij zwemmers huidirritatie veroorzaken. Maar niet alle blauwalgen
zijn schadelijk. Met behulp van DNAtechnieken zijn we in staat
om snel te bepalen of we met een gevaarlijke soort blauwalg te
maken hebben.
Watch out! The water’s blue!
The quality of our surface water is being better and better monitored, particularly in places where people bathe. Pathogenic bacteria in bathing water can represent a health hazard. The fastest way of finding them is through new DNA detection methods.
As soon as it gets a little warmer we like to go out for a swim: in the sea, in quarries, small lakes and river floodplains. To avoid exposing ourselves to the risk of becoming infected with pathogenic bacteria, water managers are legally obligated to test bathing water for so-called indicator bacteria. These indicator bacteria – namely, E. coli and enterococcus – are present in the faeces of humans and other warm-blooded animals, and are relatively easy to detect. Their presence indicates the possible presence of all kinds of other bacteria and viruses, also present in faeces, that can cause illness. Cyanobacteria – in popular parlance known as blue algae – are another type of bacteria that water managers watch out closely for. During the bathing season, the rapid growth of these bacteria can create a hazard because they produce poisonous substances (toxins), which can cause skin irritations. But not all blue algae are harmful. With the help of DNA techniques, we are capable of demonstrat-ing the presence of only the dangerous types.

sediment – de afzetting van deeltjes uit het
water op de leidingwand op de micro
organismen.

bepalen: als het water minder dan 1 micro

Vervuiling van membranen
KWRonderzoekers bestudeerden vervuiling
van ontziltingsmembranen in het kader van
het Europese project Medina: Membrane
based desalination: An integrated approach.
De membranen worden ingezet bij het
winnen van brak water en zeewater. Enkele
doelen van het onderzoeksproject zijn: meer
schoon water winnen en optimalisatie van
membranen voor energie en kostenbespa
ring. De belangrijkste opbrengst was
het vaststellen van meetmethoden om
biofouling, het meest voorkomende vervui
lingsprobleem, aan te tonen en daardoor
met gerichte maatregelen te kunnen
voorkomen.

Op 11 en 12 mei vond de internationale confe
rentie ‘Microbial growth in drinking water
distribution systems and tap water installa
tions’ plaats. Er waren zo’n honderd mensen
uit zestien verschillende landen. Sprekers uit
Nederland, de Verenigde Staten, Canada,
Japan en Duitsland gingen in op waterkwali
teitsproblemen als gevolg van nagroei van
organismen in het leidingnet, methoden om
biologische stabiliteit te meten en preventie
van nagroei. Tijdens dit symposium nam

afscheid. Onder zijn leiding is veel onder
zoek verricht naar de oorzaken van nagroei
en biofilmvorming in distributiesystemen.

pensioen.
DNAtechnieken
Er zijn snelle methoden ontwikkeld, geba
seerd op DNAtechnieken, om eencellige
diertjes in water aan te tonen. Daarnaast
hebben de onderzoekers gekeken welke
soorten in drinkwater voorkomen en welke
rol deze eencellige dieren spelen bij de ver
meerdering van Legionella pneumophila in
drinkwater.

Biologically stable water
The goal of microbiological water research is to keep the biological quality of drinking water stable. What follows is a selection of some of the research projects involved.
The influence of the seasons and the water composition on the growth of micro-organismsDuring the summer and winter, research was conducted on the occurrence of various micro-organisms, which are potentially harmful to people with weakened resistance, in drinking water sampled at different locations. Season and water composition do not seem to have an impact on the quantities of fungi and bacteria studied in the mains network. In a follow-up study, scientists are examining the possible influence of temperature, water composition, pipe material and sediment (the deposits of par-ticles on the pipe wall) on these opportunistic pathogens.
Legionella growth potentialA method has been developed to determine the Legionella growth potential by water type: if the water contains less than 1 microgram of easily degradable organic matter, then there is no growth of Legionella pneumophila.
Membrane foulingKWR scientists are studying the fouling of desalination membranes within the framework of the European project Medina: “Membrane-based desalination: An integrated approach”. The membranes are employed in the abstraction of brackish water and seawater. The research project’s objectives include the abstraction of more clean water, and the optimisation of membranes for energy- and cost-saving purposes. The most important benefit has been the establishment of measurement methods to demonstrate the presence of biofouling – the most common fouling problem – and thus enabling its prevention through targeted measures.
Knowledge exchangeOn 11-12 May, the international conference enti-tled “Microbial growth in drinking water distri-bution systems and tap water installations” was held. Approximately one hundred people from sixteen different countries were in attendance. Speakers from the Netherlands, the US, Canada, Japan and Germany addressed water quality problems caused by organism regrowth in mains networks, methods to measure biological stabil-ity, and regrowth prevention. Microbiologist Dick van der Kooij (see photo) bade farewell during this symposium. Under his leadership, a great deal of research was carried out into the causes of regrowth and biofilm formation in dis-tribution systems. For almost 30 years, he worked on the Legionella problem in water distribution installations. Dick van der Kooij took his retire-ment on 1 July 2011.
DNA techniquesFast methods have been developed, based on DNA techniques, to detect small unicellular organisms in water. In addition, researchers have looked into what species occur in drinking water and what role these unicellular creatures play in the regrowth of Legionella pneumophila in drink-ing water.

hun ontlasting weer uit. In de rioolwaterzuivering wordt hij
maar deels verwijderd. Zo komt hij in het oppervlaktewater terecht,
net als via afspoeling van mest van besmette runderen.
“Als we in dat oppervlaktewater zwemmen, ervan drinken of onze
groenten ermee afspoelen, kan de bacterie weer bij de mens terecht
komen,” legt Chief Science Officer Gertjan Medema uit. “En omdat deze
besmettingsroutes eerder tot EHECuitbraken hebben geleid, blijven
we waakzaam.”
Al in 2003 heeft KWR, naar aanleiding van een uitbraak van EHEC
via drinkwater in Canada, een methode ontwikkeld om EHEC in
water aan te tonen. De bacterie werd in 2004 aangetoond in riool
water en in 2 van de 27 oppervlaktewatermonsters, beide in veeteelt
gebieden. Medema: “Met de drinkwaterbedrijven is toen gekeken
naar de verwijdering van zulke bacteriën door de zuivering en gecon
cludeerd dat ons drinkwater er heel goed tegen beschermd is.” In het
onderzoek in Duitsland is de EHECbacterie niet aangetroffen in de
Rijn of Elbe, wel in een beek bij Frankfurt.
Research during the EHEC epidemic
In early June, KWR carried out research into the presence of EHEC in the Rhine, following the wave of EHEC infections in Germany.
People who are infected with the EHEC bacte-rium excrete it in high numbers in their faeces. The bacterium is then only partially removed during wastewater treatment. For this reason, and because of the run off of the manure of infected cattle, the bacterium ends up in the surface water.
“If we swim in that surface water, drink it or rinse our vegetables with it, the bacterium can get back into us”, explains Gertjan Medema, Chief Science Officer. “And because these infec-tion pathways have led to EHEC outbreaks in the past, we keep a watchful eye on them”.
As early as 2003, KWR developed a method to demonstrate the presence of EHEC in water, following an EHEC outbreak via drinking water in Canada. The bacterium was identified in wastewater and in 2 of the 27 surface water samples, both taken in cattle farming areas. “Together with the drinking water companies”, says Medema, “we looked into the removal of such bacteria in the treatment process and con-cluded that our drinking water is very well pro-tected against them”. The research in Germany did not find the EHEC bacterium in the Rhine or the Elbe, but did in a brook near Frankfurt.

Water in the city of the future
The forecasts say that in 2030 the worldwide demand for water will outstrip supply by 40%. Since it is also expected that in 2030 between 70 and 80% of humanity will be living in cities, the problem demands to be tackled at the city level. Researcher Kees van Leeuwen helps European cities to take steps in the right direction.
“If cities want to face up to the challenges of the future, we can help them with a quick scan, which tells them what they’re doing well and what not so well when it comes to water”, says Van Leeuwen. “On the basis of 24 indicators – including the ‘water footprint’, water consump-tion and energy-efficiency – they can compare their performance with those of other cities. They can also share their answers to the chal-lenges with these other cities, and thus learn from each other.” Since the autumn of 2011, several European cities have been scanned.

elkaar delen. Daardoor leren ze van elkaar.”
Meerdere Europese steden zijn sinds het
najaar van 2011 doorgelicht.

Ecological restoration research is teamwork
“Our brook valleys often still look quite lovely, but they are frequently dried out. Research studies look at the possibilities for ecological restoration of these valleys by rewetting. This is a help to restore biodiversity”.
These are the words of Uko Vegter, ecohydrologist at the Waterboard Hunze and Aa’s, and refer to the research into the restoration of peat-forming bogs in brook valleys. “Among other things, I keep an eye on whether we can complement the research results with water management measures”, says Vegter, who is also co-chairperson of the Beekdal-landschap (Brook Valley Landscape) expert team. “The research, in the lab and at experimental field sites, makes it clear what happens, for instance, if we raise the brook bottom, or if we mow the brook less intensively with a mowing boat”.
Piet Schipper, a landscape ecologist at Staats-bosbeheer, who took part in the thinking about good research locations, says that “you can pick a spot that looks nice, but, because of large-scale interventions in the surrounding area, it is not representative. If you measure incorrectly, you’ll be wasting a lot of energy”. He too is happy with the practical approach – as he says, “researchers with a broad field knowledge, who have an in-depth understanding of such systems, are extremely valuable”.
The waterboards, Staatsbosbeheer, other land managers, researchers and policy-making officials are all involved in the ecological restoration research. Translating research in this field into policy is essential in Vegter’s view. “KWR is here also to talk to the managers. This has to be kept up; moreover it helps understand the practice. You get the best results working together”.

wel aardig lijkt, maar die door grootschalige ingrepen in de omge

verloren.” Ook hij is blij met de praktische handvatten: “onderzoe
kers met een brede veldkennis die zulke systemen doorgronden, zijn
heel waardevol.”
Bij het onderzoek zijn de waterschappen betrokken, Staatsbos
beheer, andere terreinbeheerders, onderzoekers en beleidsambte
naren. De vertaling van onderzoek naar beheer noemt Vegter essen
tieel: “KWR is ook hier geweest om met de beheerders te praten.
Daar moet je mee doorgaan, om ook de praktijk te begrijpen. Samen
bereik je het beste resultaat.”

Menyanthes® — bridging the gap between data and hydrologyMenyanthes® is the many-sidead computer program that allows one to easily visualise how changes in groundwater levels evolve. It provides insight into the effects of inter-ventions, and makes possible the efficient and clear management of data.
For example, Menyanthes® is being used in the Grensmaas restructuring project to help get a grasp on the groundwater level, thus protecting the fragile natural environment on the Belgian bank of the river. Menyanthes® is a component of Waterware®, KWR’s practical software package offering.

Commonly-accepted analysisMenyanthes® was used in an arbitration case
concerning drinking water abstraction in
Terwisscha (Friesland) to settle a long-standing
dispute about the decrease in groundwater levels
and associated agricultural damage caused by the
abstraction. A series of previous studies and
models had produced conflicting results, which
led to differences of opinion and ultimately to the
arbitration. The application of Menyanthes®
succeeded in explaining and eliminating the
differences, leading to a commonly-accepted
analysis.

Water softening reactors are used to remove calcium from the water. The water is pumped upwards at about 80 meters per hour. Because of their weight, the lime pel-lets sink to the bottom where they are drawn out. We see the flow and – in colour – the velocity of the water in the reactor.

om die kwaliteit te bereiken. Met de drinkwaterbedrijven maken
we dan afspraken om het proces zo te organiseren dat we een
constante kwaliteit kunnen leveren.“
High-quality reuse of residuals
Since 1995, the Reststoffenunie (Residuals Union) has assisted drinking water companies in supplying their residuals as raw materials for other industries. The reuse of high-quality residual products fits in well with the water companies’ sustainability philosophy.
Olaf van der Kolk is commercial operational manager at the Reststoffenunie. He maintains contacts with buyers and service providers, thus ensuring the delivery of a product of the right quality, in the right manner and at the right time.
“Whenever necessary, we process the residu-als before delivering them”, says Van der Kolk. “We ask the clients what quality they need. KWR studies how that quality can be achieved. We then agree with the drinking water compa-nies about how they can organise their processes so that we can deliver a constant quality”.

Kalkkorrels zonder zandkern voor

KWR hielp bij het verbeteren van kalkkorrels door de zandkern te
vervangen door een calcietkern, waardoor ze onder meer kunnen
worden gebruikt als grondstof voor paraboolspiegels. “Die worden
ingezet om zonneenergie op te vangen. De kalkkorrels in het glas
moeten zuiver zijn, zodat het glas helder is en zo veel mogelijk licht
opvangt. Ook de papierindustrie kan de korrels gebruiken, als basis
voor mooi glimmend kalkpapier, dat bijvoorbeeld in glossy’s
gebruikt wordt. Ze kan geen korrels met zandkern gebruiken, omdat
de messen bij het snijden van het papier te snel zouden slijten. Door
het verbeteren van de korrels komt ook die afzetmarkt in zicht.”

KWR helped with improving lime pellets, by replacing their sand nucleus with a calcite nucleus: this makes it possible to use them, among other things, as a raw material for the production of parabolic mirrors. “These are employed to capture solar energy. The lime pellets in the glass have to be pure, so that the glass is clear and captures as much light as possible”, explains Van der Kolk. “The paper industry can also use the pellets as a basic ingredient in their attractive, shiny tracing paper – it is used in glossies for instance. They can’t make use of pellets with sand nuclei, since the knives used to cut the paper would wear out too quickly. The pellet improvement opens up prospects in this market as well”.

Kalkkorrels zijn ook te gebruiken in de agrarische
sector, voor ligboxen van koeien. Van der Kolk:
“Nu liggen ze in een bed van stro of gftcompost.
Daar kunnen bacteriën lekker in leven. Dat heeft
gevolgen voor het aantal ziektekiemen in de
melk. Als je aan het koeienbed een kalkmengsel
toevoegt, leidt dat tot minder ziektekiemen.”

sector, namely, for cow lying-boxes. “Cows currently lie
in a bed made of straw or KGW compost”, explains
Van der Kolk. “Bacteria feel right at home there. And this
has an impact on the number of pathogens in the milk.

of pathogens”.

Fresh Keeper: abstracting and treating brackish water
In coastal areas like the Netherlands the availability of fresh groundwater is limited. This is why KWR Watercycle Research Institute has developed clever solutions for the sustainable supply of fresh water in saline environments. One example is the so-called Fresh Keeper.
Pumping up fresh groundwater in these coastal areas sometimes leads to the intrusion of under-lying brackish water into the well. By abstracting the intruding brackish water using a separate, deeper well, you can very effectively prevent the salinisation of the fresh water well. Moreover, this abstracted brackish water, by means of membrane technology, can be desalted and then used as process water for industry, irrigation water or drinking water.

Op veel plekken in Nederland is brak grond
water ondiep in de ondergrond aanwezig. Als
je het bovenliggende zoete grondwater wint,
loop je het risico van ‘opkegelen’: onderlig
gend brak grondwater stroomt omhoog naar
de put (links). Het vermengde zoete en brakke
water dat je dan oppompt, is niet meer een
voudig te gebruiken als bron voor drink of
proceswater.

In many areas of the Netherlands brackish water is
present underground at shallow levels. In the process
of abstracting the fresh water lying above, you run
the risk of “upconing”, that is, that the underlying
brackish water will flow up into the well (left).
The fresh-brackish mix of abstracted water cannot
then be simply used as a source for drinking or
process water.
Fresh and brackish waters can be kept apart
underground by abstracting them each with a
separate well screen. This is known as the “Fresh
Keeper” (1). The abstracted brackish water can be
desalted using membranes (2). These membranes
only let through small water molecules and not
the salt. This desalted water can then be used as
a second water source. The saline residual stream
that is left over from the desalination is injected
back into a deeper aquifer (3). The concept’s field
tests have been succesful.

van de International Water Association
(IWA) voor het onderzoek naar de zoethou
der. De Honour Awards worden eens per
twee jaar uitgereikt voor innovatieve onder
zoeksprojecten op het gebied van (drink)
water. Drie Nederlandse inzendingen vielen
in de prijzen.
Award for innovative research On 15 May 2012, KWR, together with Vitens and Brabant Water, received an Honour Award from the International Water Association (IWA) for their Fresh Keeper research. These IWA awards are attributed every two years to innovative research projects in the field of (drinking) water. Three Dutch submissions were granted prizes.

Asset management: the research gems
A large part of the water distribution network in the Netherlands has been in the ground for more than fifty years. Water distribution companies assume that they will need to replace many of their water mains in the years to come. Having knowledge about the condition of the network helps one to make smart decisions. Rob de Bont, the asset management departmental manager at drinking water company Dunea, talks about the value of the research:
“We in the Netherlands have a good distribution network compared to the rest of Europe, and even to the rest of the world: we have a low amount of leakage and an outstanding continu-ity of supply. The supplied drinking water is hygienically reliable, safe and healthy. We have a duty to keep it this way into the future. The asset management research helps us in this task.
“The water companies’ asset age structure calls for good asset management. If you have to replace a large number of mains, you will want

Je zoekt een balans tussen prestatiebehoud van je distributienet,
beheersing van risico’s en kosten. Dat is een complexe afweging.”
“Leidingen met een hoog risicoprofiel – een grote invloed op
bedrijfsvoering , omgeving of grote hoeveelheden klanten of leidin
gen die te frequent storingen geven – slecht voor je imago vervang
je eerder. Bij andere leidingen is het geaccepteerd om het einde van
de levenscyclus af te wachten. Onderzoek naar de levensduur van lei
dingen en onderzoek met geografische informatiesystemen (GIS)
dragen daaraan bij.”
“Neem ook de uniforme storingsregistratie. Als elk bedrijf voor
zich storingen zou bijhouden, waren we misschien nog vijf jaar
bezig voor we voldoende informatie hadden om statistisch onder
bouwde beslissingen te kunnen nemen. Door het samenvoegen van
de gegevens, hebben we sneller inzicht in de sterke en zwakke plek
ken van verschillende soorten leidingen en van het net als geheel.
Daarnaast zijn er businesscases die ons bijvoorbeeld inzicht geven in
kosten en opbrengsten van leidinginspectietechnieken. Zo geeft het

to make smart decisions to ensure you allocate your money well. Replacing mains simply on the basis of their age is certainly not effective. You have to find a balance between preserving the performance of your distribution network, risk management and costs. It’s a complex balancing act.
“Water mains with a high-risk profile – i.e., that are important in terms of their location or because of the large number of customers they service – or those that frequently fail – which is bad for your image – you replace sooner. In other cases it is acceptable to wait until they reach the end of their life-cycle. Research into the remaining life of water mains, and research using geographic information systems (GIS), contribute to this effort.
“And take the uniform failure registration. If every company were to keep its mains’ failure information to itself, it would probably take us another five years to have the information we need to make statistically significant decisions. By amalgamating the data, we gain insight more rapidly into the strong and weak spots in differ-ent types of mains and in the network as a whole. Moreover, there are business cases that throw light, for example, on the costs and bene-fits of mains inspection techniques. In this way, the research provides us with applied knowledge to help us take the right decisions: What do I replace now and what do I leave for later?
“The value of SIMDEUM® for a good network design has in the meantime been clearly demon-strated. This helps in making decisions concern-ing new investments and improvements to the current network. The same goes for research on particles behaviour, which gives insight into the interaction between a water main, effective design, operational management and water quality. These are real gems in the research!”

heeft zijn wortels in het eind van de 19e eeuw.
In 1853 is de eerste drinkwaterleiding aange
legd, vanuit de zandvoortse duinen naar
Amsterdam. Rond 1900 hadden de meeste
grotere steden een drinkwatervoorziening via
leidingen. In de zeventiger jaren van de twin
tigste eeuw zijn de laatste landelijke aanslui
tingen aangelegd.

Risico breuk lijkt beperkt
Het risico op schade bij een waterleidingbreuk
lijkt beperkter dan eerder verwacht. In een proef
gebied berekenden onderzoekers met nieuwe
rekenregels tot hoever in de omgeving een lek
kage effect zou hebben. ze kwamen tot een
effectzone die iets meer dan de helft kleiner is
dan tot nu toe verondersteld.
Tijdig vervangen
Een onderzoek combineerde de kennis over de
levensduur van leidingen met gegevens over
storingen. In samenwerking met experts van
waterbedrijven leidde dat tot een indeling van 22
groepen leidingen met voor elk een schatting van
de levensduur. Die indeling is gebaseerd op het
leidingmateriaal, de diameter, de aanlegperiode
en de omgeving. Met een stappenplan kunnen
waterbedrijven een investeringsprognose
uitvoeren.

kunnen waterbedrijven gericht zoeken naar
lekken in het leidingnet. VLPV staat voor
Vergelijking van LeveringsPatroon Verdelingen.
Het patroon van de waterlevering is vaak com
plex en moeilijk in detail te interpreteren. Met
VLPV kun je oorzaken van veranderingen in dat
patroon vaststellen en onderscheiden, zoals
een groter verbruik als bewoners in tijden van
droogte hun tuinen sproeien, of het ontstaan
van een nieuw lek.
Toekomstscenario’s
In 2040 kan de watervraag op wijkniveau sterk
verschillen, bijvoorbeeld door het toepassen van
waterbesparende technieken in duurzaam
gebouwde wijken. Dat kan ertoe leiden dat water
te langzaam stroomt of te lang in de leiding blijft,
met mogelijk negatieve effecten op de water
kwaliteit. Bij het ontwerp van het leidingnet
zullen waterbedrijven daar rekening mee moeten
houden.
Storing geeft informatie
Een aantal waterbedrijven heeft afgesproken om
hun storingen op dezelfde manier te registreren
in een centraal gegevensbestand: uSTORE. zo
krijgen ze meer inzicht in het storingsverloop van
groepen leidingen en in de mogelijke oorzaken
daarvan. KWR evalueerde de eerste drie jaren en
concludeerde dat de actief deelnemende bedrij
ven nu over aanzienlijk meer informatie
beschikken.
Bruin water voorspellen
Om erachter te komen wat het risico is dat
mensen thuis bruin water uit de kraan krijgen,
gebruiken de waterbedrijven de ‘opwervelings
potentieelmethode’. De metingen met deze
methode blijken niet vanzelf een betrouwbaar
beeld te geven, is de conclusie uit een onderzoek
in de praktijk. Het onderzoek geeft richting aan
de ontwikkeling van een betrouwbaarder model
om vervuiling te voorspellen.

Asset management: the dividends
Improved risk calculation of water-main breakage impactThe consequences of a pipe burst on the sur-roundings are in many situations less than pre-viously thought. Researchers claim that applying new calculation rules results in a drastic reduc-tion of effect zones. At a case-study the impact of pipe bursts on the surrounding area was investi-gated. The results in this particular study resulted in an effect zone which was little more than one half smaller than had hitherto been assumed. Meaning that water companies are able to make better judgements on the risks of water mains to the surroundings.
Timely replacementA research project combined knowledge about the life spans of water mains based on burst data. This was followed – in collaborative work with water company experts – by the classification of the water mains into 22 different groups, based on their estimated life spans. The classification took into consideration the mains’ material, diameter, installation period and surrounding environment. The water companies can now undertake better founded decisions on invest-ment planning of water mains.
Tracking leakagesThanks to the newly developed CFPD method, water companies can specifically target their search for leakages in the distribution network. CFPD stands for “comparison of flow pattern distributions”. The pattern of water delivery is frequently complex and the details are difficult to interpret. With CFPD you can establish and distinguish the causes of pattern changes – for example, when water usage increases when residents water their gardens in dry periods, or when a new leakage occurs.
Future scenariosBy 2040, the demand for water could vary signif-icantly from one neighbourhood to another – due for example to the application of water- saving techniques in more sustainably built neighbourhoods. This might mean that the water will flow more slowly or remain too long in the water mains, which could have negative effects on the water quality. When designing their distribution networks, water companies will have to take this into account.
Failures as an information sourceA number of water companies agreed to register burst in mains uniformly and in a central data-base: USTORE. In this way they obtain greater insight into the amount of failures of certain cohorts of water mains and into their possible causes. KWR has evaluated the first three years of this process and concluded that the actively participating companies had considerably more information at their disposal.
Predicting brown waterTo discover the level of risk of people having brown water flowing from their taps, water com-panies make use of the “resuspension potential method”. But research into measurements taken with this method in practice concludes that they do not in themselves provide a reliable picture. The research however provides new directions for the development of a more reliable model to pre-dict brown water.

Gezond water bevat geen medicijnen
Het medicijngebruik neemt de laatste jaren
toe: gedeeltelijk door de vergrijzing, deels ook
doordat er steeds meer (nieuwe) medicijnen
beschikbaar komen. Een groot deel van die
medicijnen komt uiteindelijk via het afvalwa
ter in het milieu terecht. De laatste jaren is uit
onderzoek gebleken dat in het Nederlandse
oppervlaktewater tal van medicijnen en hun
afbraakproducten kunnen worden aangetrof
fen. Rioolwaterzuiveringsinstallaties zijn (nog)
niet ingericht om dergelijke verbindingen
optimaal te verwijderen. Daarom is er op
grote schaal onderzocht welke medicijnen (en
afbraakproducten) in het water voorkomen,
wat hun chemische en fysische eigenschappen
zijn, en wat het effect van verschillende ver
wijderingstechnieken voor drink en afvalwa
ter is op deze verbindingen.
Organische microverontreinigingen
Sinds 2000 geldt de Europese Kaderrichtlijn
Water, bedoeld om de kwaliteit van het
oppervlakte en grondwater in Europa in 2015
op orde te brengen. De Europese Commissie
heeft als onderdeel daarvan onder meer de
prioritaire stoffenlijst Kaderrichtlijn Water
opgesteld. Op de lijst staan de stoffen die een
groot risico vormen in en via het watermilieu.
Het onderzoek naar die stoffen krijgt dus
voorrang. KWR doet verschillende onderzoe
ken naar organische microverontreinigingen.
Organic micro-pollutants
Healthy water does not contain any pharmaceuticalsThe use of pharmaceuticals has grown: in part because of our aging population and in part because an increasing number of (new) medi-cines have become available. Many of these pharmaceuticals ultimately end up in the environment through our wastewater. Research over the last few years in the Netherlands has shown that a number of pharmaceuticals and their breakdown prod-ucts can be found in the country’s surface water. Wastewater treatment plants are not (yet) equipped to optimally remove such com-pounds. That is why large scale research is being conducted into which pharmaceuticals (and breakdown products) are present in water, what their chemical and physical properties are, and what impact the different removal techniques for wastewater and drinking water have on these compounds.
Organic micro-pollutantsSince 2000, the European Water Framework Directive (WFD) has been in force, with the objective of bringing the quality of surface and groundwater in Europe up to standard by 2015. As one component of this, the European Commission has drawn up a list of priority substances under the WFD. The list contains those substances that represent a substantial risk in and via the aquatic environment – research into these substances therefore has precedence. KWR is engaged in different research projects focused on organic micro-pollutants.

De Nederlandse drinkwaterbedrijven wisselen kennis en ervaring uit op het gebied van productie en distributie van drinkwater en alles wat daarmee samenhangt. Zij doen dit binnen het platform Bedrijfsvoering, dat in 2003 is opgericht.
Behalve de Nederlandse drinkwaterbedrijven is ook certificatie-
instelling Kiwa Nederland vertegenwoordigd. Sinds 2008 bundelt
het platform Bedrijfsvoering de kennis en ervaring in zogenaamde
praktijkrichtlijnen: praktische handvatten voor de winning, behan
deling, distributie en levering van drinkwater. De richtlijnen zijn
adviezen om op een bepaalde manier te handelen, ze hebben geen
bindend karakter. Geregeld worden ze aangepast aan nieuwe kennis,
regelgeving en omstandigheden. Zo leiden nieuwe inzichten uit
onderzoek en het delen van ‘best practices’ tot een blijvend effici
ente, kwalitatief hoogwaardige bedrijfsvoering.
Voorbeelden van (updates van) praktijkrichtlijnen zijn:

Keeping knowledge up-to-date through operational guidelines
The Dutch drinking water companies share their knowledge and experience in the area of the production and distribution of drinking water and everything connected to it. They do this within the Platform Bedrijfsvoering (Management Platform), which was established in 2003.
Apart from the water companies, the certifica-tion agency, Kiwa Nederland, is also represented. Since 2008, the Platform Bedrijfsvoering has assembled this knowledge and experience in the form of so-called operational guidelines, which provide practical handles for the abstraction, treatment, distribution and delivery of drinking water. The guidelines are recommendations to operate in a certain way, but are not binding in character. They are regularly adjusted to reflect developments in knowledge, regulations and cir-c*mstances. In this manner, the new insights produced by research as well as the sharing of best practices lead to permanently efficient, high-quality operational management.

“Good collaboration is crucial for KWR. Collaboration within and between our own knowledge groups, and with our clients and other knowledge institutes,” says Idsart Dijkstra, member of the management team. “The Knowl-edge Management Group studies the optimal ways of collaborating. It also attempts to collabo-ratively make the connection between our prod-ucts and services and the knowledge questions being raised in Europe. And, naturally, we keep a steady eye on the future: What developments lie on the horizon for the water sector and how are we going to deal with them? What knowledge do we need, how do we develop this knowledge in networks, and how do we organise this in research programmes? These questions are obvi-ously answered in the research we do, but also in the manner in which we organise ourselves and our networks. This produces fine results, but we are far from finished with making discoveries. Thus, all I can say for now is: to be continued!”

For Dutch water managers safety comes before the future
Brazilian and Japanese water managers are inspired and motivated by matters that lie further in the future than are their Dutch colleagues. That is one of the conclusions of Andrew Segrave’s research into time perception.
“The time horizon you consider when making decisions determines what problems you per-ceive, what questions you ask, and what solu-tions you look for,” says Segrave. He interviewed over 300 scientists, managers and operational workers in the water sectors of four countries.
The perception of time varies considerably. “Brazil compares its situation to that of the US and Europe, and realises that it can’t close the gap in three or four years. A need to look further into the future is therefore generally acknowl-edged. And Brazilians have a clear, ideal vision for their future. The Japanese were generally more motivated by principles that always apply than temporary objectives. When it comes to time perception, Ghana seems to resemble the Netherlands the most. The Dutch are usually quite pragmatic, and Ghanaian plans tend to depend on electoral results and the associated financing.”
Water professionals in the Netherlands have a shorter time perspective than their Brazilian and Japanese colleagues. Segrave has an explanation: “Our water sector has already accomplished a lot. This is part of the reason why the Dutch are more focused on management, maintenance and cer-titude. That’s fine for now, but it is not good over the long term. We have to beware that a head-start can also be a handicap’.”
Segrave hopes to receive his doctorate on this subject in early 2013.

eigen situatie met die van de VS en Europa en realiseert zich dat
de achterstand niet in drie of vier jaar in te halen is. Daar is dus een
noodzaak om verder vooruit te kijken. En ze hebben een duidelijk
ideaalbeeld voor de toekomst. Japanners denken meer op basis van
principes die altijd gelden dan op basis van tijdelijke doelen. Ghana
lijkt in tijdsbeleving het meest op Nederland. Nederlanders zijn heel
pragmatisch, en de Ghanezen laten hun plannen steeds afhangen
van de verkiezingen en de daaraan verbonden financiën.”
Nederlandse waterprofessionals kijken minder ver vooruit dan
hun Braziliaanse en Japanse collega’s. Segrave heeft een verklaring:
“Onze watersector heeft al veel bereikt. Nederlanders zijn mede
daardoor meer gericht op beheer, behoud en zekerheid. prima voor
nu, maar op de lange termijn is dat niet goed. We moeten oppassen
voor de wet van de remmende voorsprong.”
Segrave hoopt begin 2013 op dit onderwerp te promoveren.

Towards a sustainable drinking water provision in 2040
“In 2040, we will have to be able to provide sustainable drinking water that satisfies quality and quantity requirements. But that’s not going to happen automatically”, smiles Chris Büscher.
Büscher was part of a project team of the National Institute for Public Health and the Environment (RIVM) that conducted futures research on the provision of drinking water in the Netherlands in 2040. The commission came from the Ministry of Infrastructure and the Environment. “Then you tackle questions like: What will the environment be like in 2040? What developments should we take into account? What will the demand for drinking water be?” and, concludes Büscher, “How will we satisfy that demand in terms of availability and quality?”
Working together across national and sectoral bordersThe team, which for the most part consisted of scientists, made use of existing scenario studies: Welfare, Prosperity and Quality of the Living Environment (WLO) scenarios and those of the Royal Netherlands Meteorological Institute (KNMI) for the climate. “We therefore looked not only at the technical aspects, but also at eco-nomic, social and administrative developments”. In this context, Büscher’s background in organi-sational sciences came in very useful.
The final report serves as basic input to the Drinking Water Policy Document, which contains government policy concerning the provision of drinking water and is reviewed every six years. “One of the recommendations coming out of the research is that the parties in the water cycle should look beyond the borders of their (specialist) fields when seeking solutions. Technique is not the answer to everything”, concludes Büscher.

komen we daaraan tegemoet, in termen van beschikbaarheid en
kwaliteit?”
Samenwerking over grenzen van landen en sectoren
Het team, dat voor een groot deel bestond uit natuurwetenschap
pers, maakte gebruik van bestaande scenariostudies: de welvaart
en leefomgevingscenario’s (WlO) en de scenario’s van het KNMI over
klimaat. “We keken dus niet alleen technischinhoudelijk, maar ook
naar economische, maatschappelijke en bestuurlijke ontwikkelin
gen.” Daar kwam Büschers achtergrond als organisatiewetenschap
per goed van pas.
Het eindrapport dient als basismateriaal voor de Nota
Drinkwater, die het overheidsbeleid over onze drinkwatervoorzie
ning bevat. De nota wordt eens in de zes jaar herzien. “Een van de
aanbevelingen uit het onderzoek is dat de partijen uit de watercy
clus over grenzen van (vak)gebieden moeten kijken om vraagstukken
op te lossen. Techniek lost niet alles op.”
“In 2040 moeten we duurzaam drinkwater kunnen leveren dat kwalitatief en kwantitatief voldoet. Maar dat gaat niet automatisch,” glimlacht Chris Büscher.

De drie duinwaterbedrijven Dunea, pWN en Waternet gebruiken

KWR ondersteunt hen met gericht onderzoek. Het DpWonderzoek
richt zich op het voorkómen van problemen in de toekomst, in het
hoofdproces van drinkwaterlevering en in het natuurbeheer van de
duinen. Het onderzoek sluit aan bij het bedrijfstakonderzoek (BTO),
bijvoorbeeld door het ‘op maat’ maken van BTOonderzoek voor de
DpWbedrijven. KWR is hoofduitvoerder en coördinator van dit
onderzoek.
The three dune water companies, Dunea, PWN and Waternet (DPW), use infiltration of surface water in the dunes as their treatment method. KWR supports them with specific research. The DPW research concentrates on the prevention of future problems regarding the primary process of supply-ing drinking water and the environmental management of the dunes. The research is connected to the water sector’s joint research programme (BTO), for example, when BTO research is “customised” for the DPW companies. KWR is the coordinator of, and main actor in, this research.

CEO conference in Latvia: big differences within Europe
KWR organises a conference every year at which Chief Executive Officers from the Dutch and Flemish water cycle companies share knowledge with their partners abroad. Hans Gaillard, chairperson of the RIONED Foundation, talks about the recent trip to the Baltic states.
“It was an instructive and well conceived trip. We spoke to top-quality people working in the water cycle there. Their stories clearly demon-strated that things there were still years behind the West.
“It became all the clearer to me how many things we’ve sorted out well in our water cycle. But this is no reason for conceit. Increased urbanisation challenges us to maintain this quality. Besides, we have, in our knowledge, a valuable export product. Our engineering consultancies are global leaders in this field.
Human face“We learned that 40 to 60 percent of the people in rural areas depend on water wells and small water sources, and that these do not always pro-duce reliable water. But, as a sociologist, statis-tics are not enough for me to get a full picture. That’s why I was struck by the introduction given by writer Jan Brokken, on the basis of his book Baltische zielen (Baltic Souls). Among other things, he told us the story of the Rozes, a Lat-vian book-dealer family from Riga, and how the family members were marked by the occupation of Latvia, first by the Russians, then by the Germans, and then again by the Russians. For me, this gave these countries a human face.”

een waardevol exportproduct in handen. Onze ingenieursbureaus
op dit gebied zijn wereldwijd toonaangevend.”
Menselijk gezicht
“We hoorden dat 40 tot 60 procent van de mensen in de landelijke

en dat het water daaruit niet altijd even betrouwbaar is. Maar als
socioloog krijg ik niet echt een beeld bij cijfers alleen. Daarom trof

‘Baltische zielen’. Hij vertelde onder meer het verhaal over de letse
boekhandelaarsfamilie Roze uit Riga, en hoe het lot van de familie
leden werd getekend door de bezetting van letland in de vorige
eeuw door eerst de Russen, vervolgens de Duitsers en daarna weer
de Russen. Daardoor hebben deze landen voor mij een menselijk
gezicht gekregen.”

Industry & Water Research Programme
The Industry & Water Research Programme tackles current questions related to the re(use) of water in industry. Industrial clients, wastewater companies, waterboards and local and provincial government entities jointly formulate and finance the research projects. Implementation is in the hands of KWR’s Industry, Wastewater & Reuse team.
Closing cyclesThe programme’s biggest project, OPIW 52, was completed in mid Septem-ber. KRW set up a protocol for closing cycles in industry. A closing cycle refers to the use of the clean water, which is left over after treatment in a wastewater treatment plant or process water treatment plant, as a source for industrial process water. On the basis of literature searches and inter-views, the researchers drew up an inventory of elements that companies should take into account when implementing a closing cycle. The protocol contains organisational and technical aids for the design of a closing cycle.
Thirteen different parties were involved in the project, including drink-ing water companies, industrial water companies, waterboards and compa-nies in the (petro)chemical, metal and food industries.

Kringloopsluiting
Het grootste project uit het programma, OpIW 52, is half september
afgerond. KWR heeft een protocol opgesteld voor kringloopsluiting
bij de industrie. Kringloopsluiting is het inzetten van het schone
water dat overblijft na het zuiveringsproces op een rioolwaterzuive
ringsinstallatie of proceswaterzuiveringsinstallatie als bron voor
proceswater in de industrie. Op basis van literatuurgegevens en
interviews hebben de onderzoekers geïnventariseerd waar bedrijven
op moeten letten bij het invoeren van kringloopsluiting. Het proto
col bevat organisatorische en technische handvatten om kringloop
sluiting vorm te geven.
Aan het project hebben dertien partijen deelgenomen, waaron
der drinkwaterbedrijven, industriewaterbedrijven, waterschappen
en bedrijven uit de (petro)chemische industrie, metaalindustrie en
levensmiddelenindustrie.

Kennis voor KlimaatHet onderzoeksprogramma ‘Kennis voor
Klimaat’ richt zich op het ontwikkelen van
wetenschappelijke en toegepaste kennis die
helpt de inrichting van Nederland ‘klimaat
bestendig’ te maken. KWR neemt deel aan
vijf van de acht onderzoeksthema’s: zoet
watervoorziening en waterkwaliteit,
klimaatbestendig maken van het platteland,
klimaatbestendige steden, infrastructuur
en netwerken, en hoge kwaliteit klimaat
projecties voor adaptatie.
Knowledge for ClimateThe Knowledge for Climate research programme is focused on the development of scientific and applied knowledge to help make the Netherlands “climate proof”. KWR is participating in five of the programme’s eight research themes: fresh water supply and water quality, climate adapta-tion for rural areas, climate proof cities, infra-structure and networks, and high-quality climate projections for adaptation.

Water safety, fresh water provision and the (ecological) quality of water have to be maintained up to standard and water flooding contained. But because the financial resources are becoming more limited, a great deal of effectiveness is called for. A “knowledge agenda” points the way for the research that will have to support these objectives. (See p. 62–63)

KWR is developing ana-lytical methods within the framework of the Environmental Risks programme. The research-ers are also studying the behaviour of nanoparti-cles and the risks they might represent. KWR is also examining the possibilities of applying nanotechnology in drinking water treatment. (See p. 20-21)

Sharing knowledge with all water cycle partners
How can we maintain today’s water quality under changing circ*mstances, and how can we keep costs as low as possible? These concerns form the starting point for the National Administrative Agreement on Water of 2011, within which the national government, provinces, municipalities, waterboards and drinking water companies reached agreements on their objectives and tasks.
On the basis of one of these agreements, three knowledge institutions – STOWA, RIONED Foundation and KWR Watercycle Research Insti-tute – produced a joint Knowledge Agenda for the Water Cycle and Urban Water Management, which appeared in April 2012. The agenda serves as a foundation for the coordination of research programmes, and for the elaboration of research projects in which the knowledge needs of the water cycle partners coincide.
“We worked on the basis of the quest for effectiveness contained in the Administrative Agreement, but also of the challenges that lie on the water sector’s horizon”, says Chief Science Officer, Gertjan Medema. “And we constantly sought knowledge questions that involved prac-tical applications, which would assist the sector in its ambition to manage the water cycle – questions like healthy drinking and bathing water, sustainability, climate proofness and the reinforcement of the liveability of our environ-ment”.
“The joint knowledge agenda is a good result, but it is actually only a beginning”, says Medema. “It allows the sector to work on developing the knowledge and innovations so that the Nether-lands can have an effective water cycle and top-quality water management. In addition, the agenda constitutes a contribution to the export of innovations within the framework of “Water Top Sector”, the Dutch knowledge bid to face up to international challenges like water safety and water scarcity”.

partners in de waterketen elkaar raakt.
“We zijn uitgegaan van de vraag naar doel
matigheid uit het bestuursakkoord, maar
ook van de uitdagingen die op de watersec
tor afkomen,” zegt Chief Science Officer Gertjan
Medema. “En steeds hebben we gezocht naar
kennisvragen met een praktische toepassing
die de sector ondersteunen in haar ambities
bij het beheren van de waterketen. Denk
daarbij aan gezond drink en zwemwater,
duurzaamheid, klimaatbestendigheid en het versterken van de leef
baarheid van de omgeving.”
“De gezamenlijke kennisagenda is een mooi resultaat, maar
vormt eigenlijk pas het begin,” zegt Medema. “Hiermee werkt de
sector aan kennis en innovaties voor een doelmatige Nederlandse
waterketen en hoogwaardig waterbeheer. Daarnaast draagt dit bij
aan de export van innovaties in het kader van de Topsector Water, die
Nederlandse kennis inzet om internationale uitdagingen als water
veiligheid en waterschaarste het hoofd te bieden.”

ARC – Aqua Research CollaborationARC is a collaboration between five European knowledge institutes which conduct applied sci-entific research into the water cycle. Their desire is to support all parties involved in the water cycle with (collective) research, with assistance and advice in the implementation of knowledge, and by contributing, on the basis of their experi-ence, to the development of knowledge infra-structures in other EU Member States.
PREPARED‘pREpARED – enabling change’ is een

Twelve European cities, including Eindhoven, are taking part. The project focuses on the develop-ment of innovative technologies and solutions for drinking water production and (waste)water treatment.

WssTP – Water supply and sanitation Technology PlatformWssTp telt 70 leden in 27 landen: bedrijven,
universiteiten, onderzoeksinstituten,
beleidsmakers en waterbedrijven. Het plat
form is in 2004 in opdracht van de Eu inge
steld, onder meer om invulling te geven aan
de Europese onderzoeksagenda op het
gebied van water en om efficiëntie in de
sector te vergroten.
WssTP – Water supply and sanitation Technology PlatformWssTP has 70 members in 27 countries: busi-nesses, universities, research institutes, policy-makers and water companies. The platform was established in 2004 on a commission from the EU with the task, among others, of giving shape to the European research agenda in the field of water and of enhancing efficiency in the sector.
TRuST – Transitions to the urban water Services of TomorrowHet Europese samenwerkingsproject TRuST
ging in mei 2011 van start en ontwikkelt
nieuwe methoden en technieken waarmee
waterbedrijven een duurzaam stedelijk
waterbeleid kunnen doorvoeren. TRuST
richt zich daarbij op de gehele watercyclus
en houdt rekening met kosteneffectiviteit,

Het project brengt 31 internationale partners
samen, en kent Waternet en Schiphol als
Nederlandse partners.
TRUST – Transitions to the Urban water Services of TomorrowThe European collaboration project, TRUST, was launched in May 2011 with the goal of develop-ing new methods and techniques, which water companies can use in their pursuit of sustainable urban water policies. TRUST directs its efforts at the entire water cycle, taking account of cost-effectiveness, performance, safety and sustaina-bility. The project brings together 31 interna-tional partners, including Waternet and Schiphol as the Dutch representatives.

Climate change and the water cycle
Climate change has an impact on water management: in one place there is drought and elsewhere there are floods. In order to be well prepared, water cycle partners are working together on Water Cycle Safety Plans. The first step is to explore the problems.
“Eindhoven already faces water problems,” says Frank van Swol, project leader for the municipal-ity. “This is the result of historical factors. Streets find themselves underwater when it rains heav-ily, and in wet winters many a cellar gets flooded. Add climate change to the equation and you’ve got yourself a fine challenge!”
In workshops, experts have mapped out different scenarios: the consequences of rising temperatures, drought and extreme precipita-tion. Erik van Kronenburg, of Waterboard De Dommel, contributed his vision as an expert in the water system: the way in which surface

indhoven heeft nu al waterproblemen,” zegt Frank van Swol,
projecttrekker namens de gemeente. “Dat is historisch zo
gegroeid. Straten komen onder water te staan bij zware regenval,
bij natte winters loopt een aantal kelders vol. Tel daar klimaat
verandering bij op en daar ligt een mooie uitdaging!”
In workshops hebben deskundigen verschillende scenario’s in
kaart gebracht: de gevolgen van temperatuurstijging, droogte en
extreme neerslag. Erik van Kronenburg van Waterschap De Dommel
keek mee als kenner van het watersysteem: de manier waarop
oppervlaktewateren en het grondwater met elkaar verbonden zijn.
“Het is lastige materie,” zegt hij, “want aan welke knop moet je
draaien? Je weegt risico’s en kosten af. Kun je een teveel aan water
naar een rivier leiden, of kun je het ergens parkeren?”
Ook Mark Eck van Brabant Water dacht mee. “We stonden rond
een kaart van Eindhoven en iedereen zag iets anders. Er speelt veel

water and groundwater interconnect. “It’s a tough subject,” he says, “because you wonder what knob to turn. You weigh the risks and the costs. Can you direct excess water to a river, or can you park it somewhere?”
Mark Eck of Brabant Water also participated in the thinking. “We all stood around a map of Eindhoven and each saw something different. There’s a lot going on in the city. It really is inspiring to take such a broad view. We have a better idea of where the risks are – for the city, for water abstraction and treatment.”

Yet again, our researchers were praised and honoured on a large number of occasions, both in the Netherlands and abroad. Our practice-ori-ented scientific research has produced a steadily growing number of articles and citations in the peer-reviewed literature. The Scientific Advisory Council, with a few new members, functions as a critical sounding board in this regard.
An appealing work environment is also some-thing that corresponds to KWR’s ambitions. In close consultations with our shareholders, we decided to put up a new building in Nieuwegein next to our current office. The new facility will be modest but modern.
Thus KWR is also a knowledge enterprise that is continuously developing.
Opnieuw was er een groot aantal gele
genheden waarbij onderzoekers werden
geprezen of gelauwerd, zowel in
Nederland als daarbuiten. Ons op de
praktijk georiënteerde wetenschappelijk
onderzoek toont een gestage groei van
artikelen en citaties in de peer-reviewed
literatuur. De Wetenschappelijke
Adviesraad, met enkele nieuwe leden,
fungeerde daarbij als kritisch klankbord.
Bij de ambities van KWR past ook een
aansprekende werkomgeving. In nauw
overleg met onze aandeelhouders is
besloten om een nieuw gebouw te laten
plaatsen in Nieuwegein, naast het hui
dige kantoor. Daarbij passen ingetogen,
maar moderne voorzieningen.
Zo blijft KWR ook als kennisonder
neming in ontwikkeling.

De titel van haar paper was ‘Mapping science

Metrics: het meten van informatieproductie
en gebruik.

zoeker bij KWR.

van WssTP, en daarmee de Europese onder
zoekssector, verder te versterken.

Three test methods are developed and tested to determine the (initial) quality of the PVC: the failure break surface inspection, the resistance of the material to DiChloroMethane at a specified Temperature (DCMT) test and the Resistance against Slow Crack Growth (RSCG). With these test methods failures can be analysed together with the loading pattern to determine the cause of failure and which subsequent action is best. A protocol for testing is developed that helps to determine the appropriate and most economical asset management strategy.
Condition assessment of PVC pipes will give an answer to the question which part of a failed main has to be replaced. For the condition assessment of PVC pipes three techniques have to be combined. These techniques are: • Visual inspection of the cracks of failed pipes on particles; • DCMT test on the investigated pipe; • Assessment of the resistance against slow crack growth. By using a protocol for ranking the techniques the total number of experiments can be limited. An answer to the question whether the whole main or just the failed pipe has to be replaced will follow from the protocol.

This project was conducted within the Joint Research Program of the Dutch water companies
IntroductionThe Dutch drinking water network has a total length of about 116.000 km. More than 50% of this network is made of PVC pipes and the cohort has an average age of about 30 years, ranging from 60 to 0 years. The failure rate, as recorded systematically in a national database, shows to be low (0.025 failure/km/year). There is no clear time dependency in the failure pattern, which can be explained by earlier research results showing the material not to deteriorate under normal ground conditions. Failure is due to overloading of the pipe or insufficient initial quality.

Op 22 november promoveerde Igor
Mendizabal aan de Vrije universiteit van
Amsterdam. Hij bepaalde de hydrochemische
status van grondwaterbronnen in Nederland
aan de hand van waterkwaliteitsdata van het
meetnet van puttenvelden voor de openbare
drinkwatervoorziening. zijn proefschrift is
getiteld: ‘Public supply well fields as a valuable
groundwater quality monitoring network’.

doctorate from VU University Amsterdam. He

Wadden Academy PrizeThe 2011 Wadden Academy Prize went to Jan Post,
for his thesis entitled: “Electricity production from
salinity gradients by reverse electrodialysis”, about
the possibility of generating energy from mixing
fresh and salt water. The Wadden Academy is part of
the Royal Netherlands Academy of Arts and Sciences.

“Duurzaamheid, samenwerking en ‘KWR in de
wereld’, dat is waar het nieuwe gebouw van
KWR voor staat.” Directiesecretaris Mireille
Henst is projectleider van de nieuwbouw van
KWR. De verhuizing, medio 2014, is nodig
omdat het huidige gebouw niet meer voldoet
aan de eisen van deze tijd. “En dat gaf ons een
kans om na te denken over een omgeving
waarin we, met plezier, nóg betere resultaten
bereiken.”
In het najaar heeft de selectiecommissie dit
ontwerp van cepezed gekozen. “Het past bij
wat wij nastreven in alles wat we hier doen,”
vervolgt Henst. “Het is transparant, duurzaam
en bevordert de samenwerking. Neem de
grote ruimte in het midden, die de onderzoe
kers de ruimte biedt om elkaar, maar ook onze
partners en klanten, te ontmoeten.” Het
gebouw kent allerlei slimme oplossingen om
extra zuinig om te gaan met energie en mate
rialen. “Kortom: het is gericht op de toekomst.
Net als KWR.”
To a new, smart building for KWR
“Sustainability, collaboration and ‘KWR in the world’:
that is what KWR’s new building stands for,” says
company secretary, Mireille Henst, who is project
leader for the new building. The move, which will
take place in mid 2014, is necessary because the
current building no longer meets the needs of our
times. “And this offered us an opportunity to think
about an environment in which we would enjoy
ourselves and produce even better results.”
In the autumn, the selection committee chose
this design by cepezed. “It fits in with what we
aspire to in everything we do here,” continues
Henst. “It is transparent, sustainable and stimulates
collaboration. Take for instance the large space in
the middle, which offers the researchers the room
to meet with each other, but also with our partners
and clients. The building contains all kinds of
smart solutions for using energy and materials
with extra efficiency. In short: it looks to the future.
Just like KWR.”

De wetenschappelijke publicaties van KWR zijn sinds 2008 in aantal
en in kwaliteit toegenomen. Onze publicaties worden 1,5 keer vaker
geciteerd dan die van onze collega’s. Vooral publicaties vanuit ons
eigen instituut en die samen met internationale collega’s scoren
hoog.
In 2011 heeft het Center for Science and Technology Studies (CWTS)
op verzoek van KWR een bibliometrische analyse uitgevoerd van de
publicaties van KWRonderzoekers in wetenschappelijke tijdschrif
ten. Het CWTS heeft daarin onder meer bekeken hoe invloedrijk de
tijdschriften zijn waarin we publiceren en hoe vaak onze kennis in
publicaties van anderen wordt gebruikt. In 2008 is ook zo’n analyse
uitgevoerd in een peer review.
Many high-quality KWR publications
KWR’s scientific publications have increased in both number and quality since 2008. Our publi-cations are cited 1.5 times more often than those of our colleagues. Publications by our own insti-tute and those published jointly with interna-tional colleagues score particularly highly.
In 2011, the Center for Science and Technol-ogy Studies (CWTS), at KWR’s request, conducted a bibliometric analysis of the publications of KWR researchers in scientific journals. Among other things, the CWTS examined how influen-tial the journals we publish in are, and how often our knowledge is used in the publications of others. In 2008 we also had such an analysis done.
